Guidance for Qualifying Scores in Winter

A number of clubs have recently sought clarification about what circumstances apply to enable clubs to run Qualifying competitions or allow players to submit Supplementary scores in the Winter.

An acceptable score for both Qualifying competitions and Supplementary Scores purposes is any authenticated score under Competition Play Conditions on a Measured course.  CONGU UHS Clauses 17 and 21 apply.

All tees should be within 10 yards of the distance point.

The course must not be temporarily shortened or lengthened by more than 100 yards overall.

Note 1: If for any reason the course has been shortened (or lengthened) by more than 100 yards, but less than 300 yards overall, then the course should remain to be available for submission of Qualifying Scores.  In such circumstances the allocated Standard Scratch Score should be reduced (increased) by one and DevonGolf notified.

There may be no more than 2 temporary greens.

No more than 50% of bunkers out of play.

Local Rules must be set out to cover:

Preferred lies, during the period 1st October – 30th April, in a part of the general area cut to fairway height or less.  Model Local Rule E-3 refers.

Cleaning a ball in the general area NOT cut to fairway height, the ball may be marked, lifted, cleaned and REPLACED on its original spot without penalty.  Model Local Rule E-2 refers.  Not applicable, for example, when there is interference by bushes or trees.

Note 2:  An embedded ball is covered by Rule 16.3.

When fairway mats are in use in the general area cut to fairway height.  CONGU UHS Decision 1(a) refers.

We deal with situations like this on a regular basis and take a fairly sympathetic approach to enable clubs to offer Qualifiers / Supplementary Scores to their members over the Winter period.
