Men's Terms of Competitions

1.  CHAMPIONSHIP MEETING 
a)   All players must advise us on entry if they do not intend to go forward to the match play rounds, should they qualify. After the closing date, the option selected stands. If the meeting is oversubscribed, players with the lower handicaps who are prepared to play in the match play rounds will be given priority.

b)   Handicap index limit 6.4. A ballot will be made if entries exceed allocated spaces based on handicap index.

c)   There will be a team prizes for the best gross, made up of 3 players scores nominated and entered in advance of the competition. Minimum of 5 team entries is required for this competiton to run.

d)   The Qualifying Round is played over 36 holes (Gold Medal). The best 16 scratch scores after 36 holes continue to the match play stages over the weekend for the Championship. All places will be determined by countback with the exception of 1st place. In the event of a tie for 16th place countback will determine who will compete in the Championship. 

e)   If there is a tie for 1st play a sudden death playoff will be played to determine the winner of the Gold Medal.

f)  The 8 golfers knocked out of the Championship in round 1 will move into the Quarter Finals of the Wish Slater Salver matchplay competition.

g)  The winner of the Championship will be invited to represent Devon in the Men’s Champion of Champions competition held at Woodhall Spa. 

h)   The trophies for the 36-hole qualifying round (Gold Medal) are:
i)    1st Scratch Trophy: Gold Medal
ii)   The Club Team Championship Challenge Cup -  The winning club will go on to represent their Club and County at the National Team Championship.

i)   The trophies for the match play are:
i)    The Champion - Championship Challenge Trophy
ii)   Wish Slater Salver

INTER-CLUB TEAM MATCH PLAY COMPETITIONS

2. (A) PALAIRET MEMORIAL TROPHY, PARKER TROPHY
a)   Each affiliated club may enter one team in each of these competitions. 

b)   The appropriate  DevonGolf entry must be received by the Operations Manager, together with the entry fee, before the end of January.

c)   Eligibility - Only affilated DevonGolf Home Club members are eligible to play. Players must have a maximum handicap index of 18.4

d).  If a player changes Home Club or moves into the county they may play for the new Home Club providing they have not played for the original Home Club in any  DevonGolf inter club competition during the current year.

e)   It is the responsibility of the Team Captain to field a team of eligible players. The penalty for any breach will be:
i) The game(s) will be awarded as a walkover to the non-offending team;

f)   If a match is all square after 18 the match must continue fto the 19th (from 1st onwards) in a sudden death play off format until a hole is won to determne the winning team. The only time this will not apply is when a match result has been determined and agreed by both club captains.

f)   After each match, Team Captains of the winning teams should send the results of matches to the Operations Manager within 48 hours.

g)  If there is a query about the result, both Captains should contact the Operations Manager explaining the problem before signing the match sheet. The Inter-Club Match administrator and or referees decision is final.

h)  The trophies awarded are:
i) Palairet Memorial Trophy - Winning Club
ii) Horsely Cup - 2nd in PMT
iii) Brown Bowl - 3rd in PMT
iv) Lake Cup - 4th in PMT
v) Parker Trophy - Winning Club

2. (B)  FORMATS 
a)   The Palairet Memorial Trophy team consists of 10 players who play five pairings in foursomes match play off 1/2 combined course handicap in ascending order of said handicap.  If there is more than one pairing with the same handicap in the Palairet, their order shall be at the Captain’s discretion in advance of the Match sheets being posted. Players must have a maximum handicap index of 18.4.

b)   The Parker Trophy team consists of 6 players who play three pairing in foursomes match play off scratch played in an order at the captains discretion in advance of the Match sheets being posted.

3. Palairet Plate
a)   Eligibility - Teams knocked out of round 1 or 2 of the Palairet Memorial Trophy who have signed up to this event if knocked out of the competition.

b)   The winning club is the best aggregate stableford scores of the 3 foursomes club entries. Players must have a maximum handicap index of 18.4.

c)   The trophys awarded are:

i)    Palairet Plate - Winning Club

4. Mixed Palairet Cup
a)   Eligibility - Open to all Devon afilliated members. 

b)   The winning pair is the best greensomes stableford score. 

c)    Handicap Allowance (60% lower handicap player + 40% higher handicap player): Players must have a maximum handicap index of 28.0 for men and 36.0 for women.

d)   The Par and SI will be followed from the shortest tee marker used in the competition.

e)   The trophys awarded are:

i)    Palairet Cup - Winning pair (handicap)

5. Devon Salver & Youth Championship
a)   Open competition to all men who are Devon affiliated golf club members.

b)   Handicap index limit 9.4. A ballot will be made if entries exceed allocated spaces based on handicap with a minimum of 24 golfers aged over 18 on the 1st January in the calendar of the competition.

c)   The trophies for the 36-hole Devon Salver and Youth Championship are:

i)    1st Scratch Trophy: Winner of the Devon Salver
ii)   Cooper Cup - Best Scratch Devon player
iii)  President's Trophy - Best Nett Devon player
iv)   Brockman Trophy - Best Under 22 Scratch Devon player (this can be won in addition to the Devon Salver)

6. SW of England Mid Amateur / Dartmoor Trophy
a)   Open competition to all affiliated golf club members.

b)   Aged 35 or over at the time of the competition.

c)   Handicap index limit 9.4. A ballot will be made if entries exceed allocated spaces based on handicap.

7. Inter-Club Scratch and Handicap Foursomes
a)   A qualifying round is not required to enter this competition. Clubs may enter only two pairs which are eligible for both the Scratch and Handicap competition.

b)   The competition is played as a Foursomes Strokeplay competition over 36 holes for both Scratch and Nett. 

c)   Handicap allowance: Players must have a maximum handicap index of 18.4 on date of entry. If a players handicap is above 18.4 on the day of the competition players must play of the maximum HI limit of 18.4.

d)   Nominated pairs are submitted to the Operations Manager via the entry form issued.

e)   Should one of the nominated players be unable to play, another player may take their place, thus ensuring that two pairs from each club compete where possible.

f)   In the event of a tie for 1st place in the Scratch Foursomes a sudden death playoff will determine the result (holes determined by the committee). All remaining places in the Scratch Foursomes competition will be settled by countback. The Handicap Foursomes results will be determined by countback including 1st place.

g)   The tophies are: -
i)  Inter-Club Scratch Foursomes Trophy - Awarded to the Winning Pair in the 36 Hole Scratch Foursome Stroke Play Tournament
ii) Inter-Club Handicap Foursomes Trophy - Awarded to the Winning Pair in the 36 Hole Handicap Foursomes Stroke Play Tournament

8. County Card Events
a)   Players are eligible to play if affiliated to a Devon golf club.

b)   Players must hold a current county card.

c)   Entry is based on a handicap index limit of 28.0 for men and 36.0 for women.

d)    Prizes are issued based on a percentage of entry size.

9. Club Champion of Champions
a)   Players are eligible to play if affiliated to a Devon golf club and have won their scratch club championship in the current year of the event.

b)   The event will be played over 18 holes played as a Medal.

c)    Entry made through the affiliated golf club following qualification.

d)   The trophies are:
i)   Champion of Champions Salver

10. Order of Merit
a)  DevonGolf run an annual Scratch MOM tournaments for male golfers. Each MOM is made up of selected individual competitions, plus the end of season Finals Day event, for which the top 10 places in the Scratch MOM qualify.

b)  Each listed event attracts Men's Order of Merit (MOM) points.

c)  The Reynolds Salver is awarded to the Men's Scratch Order of Merit winner.

Women's Terms of Competitions

Club and Team Captains should read the  Advisory Notes for Captains  and the  Code of Conduct.

The following must be read in conjunction with the DevonGolf General Terms of Competition and other related policies and local rules applicable to DevonGolf competitions.

The County is divided into 4 zones as follows: 

1.  CHAMPIONSHIP MEETING 
a)   All players must advise us on entry if they do not intend to go forward to the match play rounds, should they qualify. After the closing date, the option selected stands. If the meeting is oversubscribed, players with the lower handicaps who are prepared to play in the match play rounds will be given priority.

b)   Handicap Index limit not exceeding 21.4. A ballot will be made if entries exceed allocated spaces based on handicap index.

c)   There will be a Club team prize for the best gross made up of 2 players scores nominated and entered in advance of the competition. Minimum of 5 club team entries is required for this competition to run.

d)   The Qualifying Round is played over 36 holes. The first 4 scratch scores continue in match play for the Championship Bowl. The next 4 scratch scores continue in match play for the Lloyd-Williams Salver. All places will be determined by countback with the exception of 1st place. In the event of a tie for 8th place countback will determine who will compete in the Championship and Lloyd Williams Salver match play stages. 

e)   If there is a tie for 1st play a sudden death playoff will be played to determine the winner of the Golf Medal.

f)  The winner of the Championship will be invited to represent Devon in the Womens' Champion of Champions competition held at Woodhall Spa. 

g)   The trophies for the 36-hole qualifying round are:
i)    1st Scratch Trophy: Gold Medal presented by Barbara Baroness Churston 1922;
ii)   Scratch Runner-Up: José Bruce Bowl presented by Miss José Bruce 1986;
iii)  1st Handicap Trophy: Phillis Collett Memorial Bowl presented in memory of Phillis Carthew Collett, Devon Golf/DCLGA Secretary 1901- 1919, Captain 1920;

h)   The trophies for the match play are:
i)    The Champion - Championship Cup (presented by the Rt. Hon. Lord Clinton 1922);
ii)   Runner-up - Coronation Cup (presented by Miss N. R. Lloyd-Williams 1937);
iii)  Semi-finalists – Coasters (presented 1985)
iv)  Lloyd-Williams Salver (presented by DCLGA 1934 commemorating Miss N. R. Lloyd-Williams’ Chairmanship of the LGU Executive Council 1933);
v)   Lloyd-Williams runner-up Salver (presented by the DCLGA 1966).

2.  SENIORS' CHAMPIONSHIP MEETING 
a)  Players must be 50 or more on the day of the Championship.

b)   Handicap allowance: Players must have a maximum handicap index of 36.0.

c)  The competition will be played over 18 holes with Scratch and Handicap prizes.

d)   A ballot will be made if entries exceed allocated spaces based on handicap.

e)  The trophies are:
i)    Scratch Cup - Devon Women's Senior Champion;
ii)   Handicap Cup - Devon Women's Senior Handicap.

3.  WOMEN'S COUNTY OPEN (Division 1 & 2)
a)  Players are eligible to play if affiliated to a Devon golf club.

b)  The competition will be played over 18 holes as a medal for Division 1 and stableford for Division 2 with scratch and handicap trophies for Division 1 and 2.

c)   Handicap allowance: Players must have a maximum handicap index of 40.4
i)    Division 1 HI 21.4 and below
ii)   Division 2 HI 21.5-40.4

d)  Entries are accepted from players whose handicaps are in the appropriate range on the date of entry. If the competition is held in two divisions on the same day, a player’s handicap index on the day will determine the division in which she competes.

e)   If on the day of the competition a player’s handicap is above the appropriate range, she must play off her current handicap for handicap purposes but off the handicap index limit for competition purposes.

f)  The trophies for Division 1 are:
i)   1st Scratch: Stella Temple Memorial Cup (presented 1920 by The D.C. Club and members in memory of Stella Temple O.B.E. who died on active service during WW1);
ii)  2nd Scratch: Scratch runner-up Cup (presented by Mrs. Joan Mackenzie 1985);
iii) 1st Handicap: Joan Mackenzie Salver (presented by the DCLGA 1979 to commemorate Mrs. Mackenzie’s 1979 ELGA Chairmanship);
iv) 2nd Handicap: Joan Mackenzie Runner-Up Salver (presented by Mrs. Mackenzie 1983)
v) 1st Scratch for High Handicaps (Division 1b): Devon County Golf Club (DCGU) - Scratch Cup

g)  The trophies for Division 2 are:
i)    Scratch Cup (Lower and upper combined)
ii)   Handicap Cup (Lower Div - 2a);
iii)   Handicap Cup (Upper Div - 2b).

INDIVIDUAL COMPETITIONS (QUALIFYING ROUNDS PLAYED AT HOME CLUBS)
4.  COUNTY MEDALS 
a)   Only Home Club members are eligible. Clubs are responsible for payment of entry fee for each finalist.

b)   A Medal will be awarded to the member in division 1 and to the member in division 2, providing there are at least two members in the respective divisions, returning the lowest aggregate nett of the best 3 scores whilst playing in any qualifying 18 hole stroke play (medal) competition at their Home Club (excluding Open Competitions) during the golf year.

c)   All division 1 scores to count for qualifying must be returned on a handicap index of up to and including 21.4.

d)   All division 2 scores to count for qualifying must be returned on a handicap index of 21.5 to 40.4.

e)   Any member qualifying in one Division and subsequently moving into a different Division will play off current handicap in the Finals but compete in the Division for which originally qualified.

f)   A win in Division 1 cancels a win in Division 2. All ties shall be decided on the lowest aggregate of the last 9, 6, 3 or 1 holes on the three best cards. In the event of there still being a tie the winner will be determined on countback from the front 9.

g)   If a club winner is unable to compete in the Final, the player with the next best score may replace, and so on, thus ensuring that 2 players from each club compete.

h)   The Finals will be played in the following spring on a course chosen by  DevonGolf.

j)   The trophies are:
i)   Division 1 winner: LGU Coronation Medal 1902;
ii)  Division 2 winner: LGU Coronation Medal 1911;
iii) Centenary Salvers (donated by the Centenary Committee in 2001) to the Clubs of the Division 1 & Division 2 winners.

5. Devon Salver & Youth Championship
a)  36 hole competition open to women and girls who are members of a Devon affiliated golf club.

b)   Handicap index limit 21.4. A ballot will be made if entries exceed allocated spaces based on handicap index.

C)   The trophies for the 36-hole Devon Salver and Youth Championship are:

i)   1st Scratch Trophy: Winner of the Devon Salver
ii)  Under 18 Scratch Trophy presented by Sue Persey, DCLGA Captain 2008 (under 18 on 1st January of year of the competition returning the best scratch score in the 36 hole strokeplay - can be won in addition to the Devon Salver).

6.  WARREN CROCUS SALVERS - Presented in memory of Mrs. Sheelah Creasy 1979
a)   A qualifying round is not required to enter this competition. Clubs may enter only one pair for each division. 

b)   The Final is played as a Greensomes competition in two divisions, Division 1 (max HI 21.4 or below per player) and Division 2 (max HI 21.5-36.0 per player), Greensomes handicap, and is held at the end of September or early October at the Warren Golf Club. 

c)   Handicap allowance (60% lower handicap player + 40% higher handicap player): Players must have a maximum handicap index of 36.0 on date of entry. If a players handicap is above 36.0 on the day of the competition the new HI will apply and not be limited to playing off a lower handicap. 

d)   Nominated pairs can be entered online under county competitions along with payment.

e)   Should one of the nominated players be unable to play, another player may take her place, thus ensuring that two pairs from each club compete where possible.

f)   If on the day of the competition a Division 1 player’s handicap index is above 21.4, they play off their current handicap index on the day of the competition in the division they have been entered into. If a Division 2 player’s handicap index falls below 21.5 then play will be off the new handicap index in the division originally entered.

7.   EXPRESS & ECHO SHIELD - Presented by Mr. Jeff Harvey-Barnes, Sports Editor of the Express & Echo 1985
a)   A foursomes stableford competition is played at members’ Home Clubs to determine the qualifiers.

b)   Handicap allowance (50% of combined course handicap): Players must have a maximum handicap index of 36.0 on date of entry. If a players handicap is above 36.0 on the day of the competition the new HI will apply and not be limited to playing off a lower handicap.

c)   The first two pairs will represent their club and compete for the Shield in late September or early October.

d)  Qualifying pairs can be entered online under county competitions along with payment but must not play on the same tee time.

e)   In the event of a qualifying pair being unable to compete in the final round, if a substitute qualifying pair cannot be found, another player who has played in the original qualifying competition may be substituted, thus ensuring that two couples from each club compete.

8.  COUNTY PRIZE FINALS DAY
a)   The County Prize finalists are the two top scoring Division 1 and 2 players from each club. It is awarded to the two players returning the best four cards from any number of Stableford competitions throughout the year. 

b)   The County Prize finalists are the club winners of Division 1 (maximum HI 21.4) and Division 2 (HI 21.5 - 54.0) from each golf club determined by handicap index at the time of the last qualifying event. 

c)   Players are eligible to play if affilated to a Devon golf club but no longer a home member. Qualifiers may play for the club for which they qualified, as this final is retrospectively played based on the previous years qualification. Clubs are responsible for payment of entry fee for each finalist. No handicap index limit. Entry fee required.

d)    Before the commencement of each golf year the club committee is responsible for:
i)     Arranging a number of 18 hole Stableford competitions including Alternate days, with a minimum of 4, open to all female members without restrictions and to be played throughout the year. 
ii)   The two winning players of the County Prize from each club will go forward the following April/May to play in a Stableford competition.
iii)   Players from the same club cannot play together.

e)   Any member qualifying in one Division and subsequently moving into a different Division will play off their current handicap index in the Finals but compete in the Division for which originally qualified.

f)   If a club winner is unable to compete in the County Prize Finals Day, the player with the next best score may replace, and so on, thus ensuring that 2 players from each club compete.

INTER-CLUB TEAM MATCH PLAY COMPETITIONS

9(A) STILL CUP, PRESIDENT’S TROPHY, SHEELAH CREASY BOWL
a)   Each affiliated club may enter two teams in each of these competitions.
i)    A club may enter two teams in the President’s Trophy provided it has entered a team in the Still Cup.
ii)   Players can only play in one designated team in each competition.

b)   The appropriate DevonGolf entry must be received by the Golf Operations Manager, together with the entry fee before the date requested on the entry form.

c)   Only Home Club members are eligible to play.  The only exception to this is that if a player’s Home Club is not entering a team in one of these competitions, the player may be eligible to play in that competition for any other club affiliated to DevonGolf to which the player has membership. The Secondary Club exception does not apply if your Home Club is out of county and not a home member of a DevonGolf affiliated club.

d)   If a player changes Home Club they may play for the new Home Club providing they have not played for the original Home Club in any DevonGolf inter-club match competition during the current year.

e)   It is the responsibility of the Team Captain to field a team of eligible players.  The penalty for any breach will be:
i)    The game(s) will be awarded as a walkover to the non-offending team
ii)   There will be a deduction of two games and six points from the defaulting team’s final score

f)   After each match, Team Captains of the winning teams should send the results of matches to the Inter-club Match Secretary within three days.

g)  If there is a query about a result, both Team Captains should contact the Inter-club Match Secretary explaining the problem before signing the match sheet.  The Inter-Club Match Secretary’s decision is final.

9(B)  FORMATS
a)  Still Cup, President's Trophy and Sheelah Creasy Bowl.
i)   Still Cup – teams consist of 7 players who shall play in ascending order of course handicap .
ii)  President’s Trophy – teams consist of 7 players who shall play in ascending order of course handicap .
iii) Sheelah Creasy Bowl – teams consist of 7 players (3 x Singles and 2 x Greensomes) who shall play in ascending order of singles playing handicap and the ascending order of combined playing handicap once the pairs have been selected. DevonGolf stipulate that a manual calculation, using the rounded course handicap, MUST be used for the Greensomes calculation.
iv) If there is more than one player/pair with the same playing handicap their order shall be at the discretion of the Team Captain.
v)  The penalty for playing out of order is a deduction of two games and 6 points from the defaulting team’s final score.

b)   Caddies are permitted as in the General Terms of Competition.

c)   Still Cup matches are played off scratch.  There is no handicap restriction other than the requirement to play in order of course playing handicap. 

d)   President’s Trophy matches are played off handicap, allowances as per WHS Rules of Handicapping Appendix C for singles matchplay. The maximum handicap index is 21.4. Players with a handicap index above 21.4 may play in the competition but must adhere to the stated maximum handicap index. Players may play in both a Still Cup team and a President’s Trophy team without restriction in line with the Terms of Competition

e)   Sheelah Creasy Bowl matches are played off handicap, allowances as per the WHS Rules of Handicapping Appendix C for Singles and Greennsomes matchplay. The maximum handicap index is 40.4. Players with a handicap index above 40.4 may play in the competition but must adhere to the stated maximum handicap index. Any player whose handicap reduces below 21.5 is no longer eligible unless all team league matches have been completed by the team before a player HI reduction below 21.5. Any existing team player whose handicap reduces below 21.5 at the end of their divisional stage is eligible to play the knockout stages off their new HI. Players may play in a Still Cup, President’s Trophy and a Sheelah Creasy Bowl team without restriction in line with the Terms of Competition.

9(C)  THE SCORING SYSTEM 
a)  The divisional winner will be the team with the most team wins. A team will score a team win for a team match won or a half point for a halved match. A points system will be used by the Inter-club Match Secretary to resolve ties as follows:

b)   Individual matches:

Away win = 3 pts
Home win = 2 pts
Away half = 1½ pts
Home half = 1 pt

c)   Overall match:

Winning team – based on number of matches won: add 2 pts
Halved match – based on number of matches won: add 1 pt each
When all matches in the division are completed, if there is a tie the winner will be the team with the most points.

d)   The Best Place Runner/s Up will be taken from across the divisions and will be decided by the highest percentage from matches won against matches played. In the event of a tie after this calculation has been made, the best place runners up will be the teams with the highest away win percentage from games won against games played. In the event of a further tie the teams involved will playoff at a neutral course.

9(D)  OTHER INFORMATION
a)   The number of divisions in each competition will be at the discretion of DevonGolf.  DevonGolf reserves the right to apply discretionary changes to the draw to ensure fair geographical distribution of clubs across the drawn divisions when it deems necessary. If a club has more than one team in a competition, they will be in different divisions.  Additional draws will be made for the Semi and Quarter Finals, if applicable.

b)   Each club must play one home and one away match (over 18 holes) against every other club in accordance with the draw.  If, due to unforeseen circumstances, an entire team is unable to play an arranged match, penalties may be imposed and it is imperative the Interclub Match Secretary is consulted immediately.  Team Captains are requested to offer weekend matches whenever possible.

c)   If a team cannot field a complete team, two walkovers will be permitted but must be applied against the appropriate singles matches which includes Sheelah Creasy singles only but will result in the loss of the appropriate games and points.  Please inform the Interclub Match Secretary and opposing team in advance if possible.   

If any matches have less than 5 players in the Still Cup and Presidents Trophy or less than 1 x singles and 2 x pairs in the Sheelah Creasy then the following applies:
i)    The team shall be withdrawn from the competition
ii)   All games and points scored by it and against it will be cancelled
iii)  Sanctions regarding team entry the following year may be imposed at DevonGolf’s discretion.

d)   Team lists must be exchanged no later than 15 minutes before the start of the match.  After the team lists have been exchanged there can be no changes, except that a reserve may take the place of a nominated player who has subsequently become ill or injured, provided that the correct order of the team can be maintained.  However if the reserve is present but it is too late to change the list so that the correct order can be maintained, the opponent of the nominated player shall score a ‘walk-over’ but the defaulting team will not be deemed to be incomplete and will not be penalised.  If a reserve is not present the team will be deemed to be incomplete and penalties may apply.  If, after team lists have been exchanged, it becomes apparent that a nominated player is likely to be late due to unforeseen circumstances, her Captain, may, with the agreement of the opposing Team Captain, arrange a later start for the delayed player and her opponent on the list.  If the delayed player on the list fails to be on the tee within 45 minutes of the first players’ tee time, her opponent on the list shall score a ‘walk-over’. 

e)   A non-playing Team Captain may give advice.  If the Team Captain is playing, she may authorise a non-playing club member as a deputy to give advice.

f)    The divisional winners (together with best runners-up, if required) will go forward to Quarter Finals (if held), Semi Finals and Finals to play on a knock-out basis.  If a divisional winner is unable to send a team to these Finals, the second-best club in the division may do so, provided it has played out all its matches.

g)   The date and courses for the Quarter Finals, Semi Finals and Final of each competition shall be chosen by DevonGolf.

h)    Quarter Final, Semi Final and Final matches are played to a conclusion, unless called in by a DevonGolf official.
i)    Players in the Quarter Finals, Semi Finals and Finals must have played at least one match for the appropriate team during the divisional stage of the Still Cup and Presidents Trophy. This does not apply to the Sheelah Creasy.

10.  DORIS WILLES-LITTLE CUP 
a)   Each affiliated club may enter one nominated pair with two nominated substitutes either of whom may play should a team member be unavailable. A substitute becomes a team member after playing in two matches. No further substitutes are permitted.

b)   Format - Foursomes match play knock-out in accordance with a random draw.

c)   Player nominations, made on the appropriate form, must be received by the Inter-Club Match Secretary by 1st March.

d)  Handicap allowance (50% difference between tbe combined course handicap of each pair): Players must have a maximum handicap index of 30.4 when player nominations are entered.

e)  Matches will be played on neutral courses allocated by the Inter-Club Match Secretary. 

f)   Before a match proof of handicap should be available and the number of strokes to be given and received agreed.

g)  Under normal circumstances the Final of the DWL competition will be played on the Inter-Club match Finals Day. If either of the  competing Clubs are in the Finals and also in an Inter-Club match team event the Final of the DWL will be contested on another mutually agreed date and venue. 
i)   This will only apply if at least 2 of the nominated Doris Willes-Little players are also playing in an inter-club match team final.

h)   The trophies are:
i)    Doris Willes-Little Cup presented in memory of Mrs. D. Willes-Little 1948;
ii)   Doris Willes-Little Runner-Up Trophy presented by Miss M.O. Williams 1949;

INTER–CLUB COMPETITIONS 
11.  WESTERN MORNING NEWS CUP - Presented by Western Morning News 1936 and the  WESTERN MORNING NEWS ROSE BOWL - Presented by WMN 1984.
a)   The Western Morning News Cup is played for by the North and East zones Autumn Foursomes meeting.

b)   The Western Morning News Rose Bowl is played for by the South and West zones Autumn Foursomes meeting.

c)   Handicap allowance: Players must have a maximum handicap index of 36.0

d)   Each club nominates three pairs as their representatives, the two best scores count.

e)   Only Home Club members may represent their clubs.

f)    See also Autumn Foursomes (12a and 12b).

12.   AUTUMN FOURSOMES 
a)   These competitions are run in conjunction with the Western Morning News Trophy Foursomes (11a to 11f).

b)   Members may enter the appropriate zone competition for any Club to which they belong.

13. BOWMAKER 
a)   A Bowmaker competition (teams of 3 players from same club – stableford – two scores to count) will be held in the autumn.

b)   Handicap allowance (85%): Players must have a maximum handicap index of 36.0 

c)   2 scores from 3 (3 person team handicap allowances apply - 85%).

d)   Each affiliated  DevonGolf club will have the opportunity to enter a team. There is a maximum of 2 teams from any one club. If oversubscribed, the 2nd nominated team will be entered into a ballot.

14. COUNTY CARD EVENTS
a)   Players are eligible to play if affiliated to a Devon golf club.

b)   Players must hold a current county card.

c)   Entry is based on a handicap index limit of 28.0 for men and 36.0 for women.

d)   Prizes are issued based on a percentage of entry size.

15. MIXED PALAIRET CUP
a)   Eligibility - Open to all Devon afilliated members. 

b)   The winning pair is the best greensomes stableford score. 

c)    Handicap Allowance (60% lower handicap player + 40% higher handicap player): Players must have a maximum handicap index of 28.0 for men and 36.0 for women.

d)   The Par and SI will be followed from the shortest tee maker used in the competition.

e)   The trophys awarded are:

i)    Palairet Cup - Winning pair (handicap)

16. Club Champion of Champions
a)   Players are eligible to play if affiliated to a Devon golf club and have won their scratch club championship in the current year of the event.

b)   The event will be played over 18 holes played as a Medal.

c)   Entry made through the affiliated golf club following qualification.

d)   The trophies are:
i)   Champion of Champions Trophy

17. ORDER OF MERIT
a)  DevonGolf run an annual Scratch WOM tournaments for DevonGolf affilated women golfers.  Each WOM is made up of selected competitions results, plus the end of season Finals Day event, for which the top 10 places only in the Scratch WOM qualify.

b)  Each listed event attracts Women's Order of Merit (WOM) points.

c)  Maximum Handicap index 21.4.

d) The President's Salver is awarded to the Women's Scratch Order of Merit winner.

Formats

BOWMAKER
The Bowmaker was introduced in 2009 and is held annually in the autumn. It is played as a team event. Each affiliated club in Devon can enter 1 team with a second team permitted entry on ballot.  There is no qualifying competition required to be held at club level. The competition moves around the county 

CHAMPIONSHIP MEETING
The Championship Meeting is the most prestigious competition in the calendar and is played at various clubs around the County.  The first rounds are scratch golf played over 36 holes. The winner of the 36 holes is awarded the Gold Medal (lowest Scratch), the Scratch Runner Up the José Bruce Bowl, the 1st Handicap Trophy is the Phillis Collett Memorial Bowl and the Under 18 Scratch Trophy, presented by Sue Persey, DCLGA Captain 2008, is for those players under 18 on the day.

The first 4 scratch scores continue to the Matchplay rounds to compete for the Championship Cup. The runner up will win the Coronation Cup and the two semi-finalists the County Coasters. The next 4 scratch scores (depending on the entry) continue in match play for the Lloyd-Williams Salver. 

CLUB CHAMPION OF CHAMPIONS
The Club Champion of Champions invites each Devon golf club to nominate their scratch club champion in the current year of the event.

COUNTY MEDALS
The County Medals are awarded to the winners of Division 1 and Division 2 at each club. This is awarded to the player returning the three lowest aggregate differential in any qualifying Medal competition at the Home Club during the golfing year 1st January to 31st December. The winners of the County Medals at each club go forward the following year in April/May to play for the LGU Coronation Medal 1902 for  Division 1 and the LGU Coronation Medal 1911 for Division 2. The finals for the two divisions are held at various clubs around the county.

COUNTY PRIZE
The winners of the County Prize at each club will go forward the following year in April/May to play in a County Stableford Competition (Div 1 and Div 2).  The finals for the two divisions are held at various clubs around the county.

DEVON SALVER & YOUTH CHAMPIONSHIP
The Devon Salver and Youth Championship was introduced in 2024 and held over 36 holes for Division 1, handicap index 21.4 and under.

DORIS WILLES-LITTLE TROPHY (Inter-Club)
The Doris Willes-Little competition was first played for in 1948 and the winners were East Devon. It is an inter-club Foursomes knockout competition with 1 nominated pair from each club to participate. 

EXPRESS & ECHO SHIELD
The Express & Echo Shield was given in 1985 to the DCLGA by Mr Jeff Harvey-Barnes, Sports Editor of the Express & Echo. The competition is a foursomes stableford format. A qualifying competition is held at clubs to determine the two pairs to represent their club and compete for the Shield at Exeter Golf & Country Club in September/October. 

MIXED PALAIRET
Awarded to the winning pair in the County mixed Foursomes Stableford tournament.

PRESIDENT'S TROPHY (Inter-Club)
President’s Trophy is an Inter-Club Team Matchplay handicap competition for teams of 7. Matches are drawn and each club plays home and away matches in their group to progress to the next round.   

SENIOR WOMEN'S CHAMPIONSHIP
First played for in 2017, the Senior Women's Championship is an 18 hole scratch competition. The competition is held annually at various venues around the county.
The trophies are: - Scratch Cup – Devon Senior Women's Champion and the Handicap Cup – Devon Senior Women's Handicap Champion.

SHEELAH CREASY BOWL (Inter-Club)
Mrs RH Creasy presented the Sheelah Creasy Bowl in 1954 and until 1965 it was awarded for the Best Nett Score for handicaps up to 24. From 1966 The Sheelah Creasy Bowl became the trophy for the Inter-Club Team Match Play competition for Division two players. Clubs are drawn and play home and away matches within a league to progress to the KO stages. Sheelah Creasy Bowl matches are played off handicap (full difference). 

WOMEN'S DEVON MEDAL OPEN (DIVISION 1)
Any Division 1 player may enter. The format is an 18-hole Medal with Scratch and Handicap trophies. The competition is held at various clubs around the county. The Stella Temple Memorial Cup was presented in 1920 by The DC Club and its members in memory of Stella who died on active service in WW1. Mrs Joan Mackenzie was Chair of ELGA in 1979 and DCLGA gave the Joan Mackenzie Salver for the 1st Handicap prize. Mrs Joan MacKenzie herself gave the Scratch Runner Up trophy in 1985 and the Joan Mackenzie Runner Up Salver in 1983. The 1st Scratch Prize for High Handicaps is the Devon County Golf Club trophy.

WOMEN'S DEVON STABLEFORD OPEN (DIVISION 2) MEETING 
The meeting will be held in one or two sections at the discretion of DevonGolf. The format is an 18 hole Stableford. The Ladies Open Division 2 Meeting is held at various clubs around the county. The trophies are :- Scratch Cup, Handicap Cup (Division A) ,  Handicap Cup (Division B)

STILL CUP (Inter-Club)
In 1903 Mr C Still (husband of Mrs Still of Tavistock) presented the Devon County Club with an Inter-Club Challenge Cup and Tavistock were the first winners in 1903. Today the Still Cup continues to be played in 2 divisions and teams consist of 7 players. Matches are played off scratch.

WARREN CROCUS SALVERS
The Warren Crocus Salvers began in 1979 in memory of Mrs Sheelah Creasy. Traditionally played at the Warren Golf Club in September/October, any one pairing from Devon clubs may enter Division 1 and Division 2. A qualifying competition may be held at a club but is not a requirement, but entry is through the club only. The competition has been held in several formats over the years but is now a popular Greensomes competition.

WESTERN MORNING NEWS CUP 
Presented by the Western Morning News in 1936, it is now played for by North & East Divisions. The winning club is that whose teams have the best 2 Foursomes Stableford scores from 3 nominated pairs. The competition is played at different clubs in the North & East Divisions.

THE WESTERN MORNING NEWS ROSE BOWL
Presented by the Western Morning News in 1984, it is now played for by South & West Divisions. The winning club is that whose teams have the best 2 Foursomes Stableford scores from 3 nominated pairs. The competition is played at different clubs in the South & West Divisions.

Juniors' Competitions

INTER-CLUB TEAM MATCH PLAY COMPETITIONS

1 (A). BASIL STEER TROPHY
a)   Each affiliated club may enter one team into this competition. 

b)   The appropriate  DevonGolf entry must be received by the Operations Manager, together with the entry fee, before the end of January.

c)   Eligibility 

i) Only Home Club members are eligible to play.  The only exception to this is that if a player’s Home Club is not entering a team in one of these competitions, the player may be eligible to play in that competition for any other club affiliated to DevonGolf to which the player has membership. The Secondary Club exception does not apply if your Home Club is out of county and not a home member of a DevonGolf affiliated club.
ii) The junior player may represent their Home club in the Basil Steer at the start of the competition.
iii) Players must have a maximum handicap index of 28.0 for boys and 36.0 for girls.

d)  If a junior player changes Club or moves into the county they may play for the new Devon affilated Club providing they have not played for the original Home Club in this  DevonGolf inter club competition during the current year.

e)   It is the responsibility of the Junior Organiser and or Team Captain to field a team of eligible players. The penalty for any breach will be:
i) The game(s) will be awarded as a walkover to the non-offending team;

f)   If a match is all square after 18 the match must continue to the 19th (from 1st onwards) in a sudden death play off format until a hole is won to determine the winning team. The only time this will not apply is when a match result has been determined and agreed by both club captains.

f)   After each match, Team Captains of the winning teams should send the results of matches to the Operations Manager by email within 48 hours.

g)  If there is a query about the result, both Captains should contact the Operations Manager explaining the problem before signing the match sheet. The Inter-Club Match administrator and or referees decision is final.

h)  The trophies awarded are the Basil Steer Trophy for the winning club

1 (B). FORMATS 
a) Inter-Club Matchplay Competition comprising 3 singles’ games under handicap with full allowance with the order of play in ascending Playing Handicap order.  If there is more than one team player with the same handicap in the Basil Steer, their order shall be at the Captain’s discretion in advance of the Match sheets being posted.  If  a Team can only provide 2 players, then those 2 players will be treated as 1st & 2nd respectively in the order of play, leaving the 3rd game being awarded to the team with 3 players by default. 

b) Players must have a WHS Handicap Index – HI limits: Boys 28.0 and Girls 36.0. 

c) Stroke Index Usage for Boy v Boy match: Use the Men’s Stroke Index of the Venue course. 

d) Stroke Index Usage for Boy v Girl match:  WHS CONGU guidelines for mixed comps will apply. 

e) Stroke Index Usage for Girl v Girl match: Use the Women's Stroke Index of the venue course. 

f) Play from White Tees (Boys) & Red Tees (Girls) or equivalent colour/name of tee set.  Note Boys and Girls do not play off the same tee set irrespective of it being a tee set with a rating for both genders.

g) The Honour on the 1st Tee lies with the Club drawn first in each match.  

h) Each match shall be played on a Course neutral to both Teams.  

i) Venues will be selected by DevonGolf.  

j) Each game is to be played to a finish and until a clear result of the match is known. In the event of a tie after 18 holes the match will continue from the 1st hole until such time a winner is determined.

k) No caddies are permitted.

2 (A). HENRY TRUSCOTT TROPHY
a)  Eligibility
i) The winning Devon club of the North, East, South and West Junior regional divisions are invited to represent their club and county region in the Henry Truscott Trophy event.
ii) Only Home Club members are eligible to play.  The only exception to this is that if a player’s Home Club is not entering a team in one of these competitions, the player may be eligible to play in that competition for any other club affiliated to DevonGolf to which the player has membership. The Secondary Club exception does not apply if your Home Club is out of county and not a home member of a DevonGolf affiliated club.
iii) Players must have a maximum handicap index of 28.0 for boys and 36.0 for girls.

b)  If a junior player changes Club or moves into the county they may play for the new Devon affilated Club providing they have not played for the original Home Club in this  DevonGolf inter club competition during the current year.

c)   It is the responsibility of the Junior Organiser and or Team Captain to field a team of eligible players. 

d)  The trophies awarded are:

i) Henry Truscott Trophy - Awarded to the winning team in the play-off between the winners of the four Divisional Junior Golf Leagues.

2 (B). Format
a) Each team may field six juniors (mixed) to represent their home club. The best 5 from 6 individual stableford scores will count towards the overall team score. In the event of a tie the sixth score will count to determine the result. If the overall team score is still tied the best individual score from the team will be used for countback purposes, then second best score, third etc until a result is determined.

3 (A). JUNIOR TEAM CHAMPIONSHIP
a)   Each affiliated club may enter up to 3 teams into this competition. A ballot of the 3rd team may occur if the competition is over subscribed

b)   Entry is made online via DevonGolf website.

c)   Eligibility
i) Only Home Club members are eligible to play.  The only exception to this is that if a player’s Home Club is not entering a team in one of this competition, the player may be eligible to play in that competition for any other club affiliated to DevonGolf to which the player has membership. The Secondary Club exception does not apply if your Home Club is out of county and not a home member of a DevonGolf affiliated club.
ii) Players must have a maximum handicap index of 28.0 for boys and 36.0 for girls.

d) The winning club will go on to represent their Club and County at the National Junior Team Championship Club event organised by England Golf.

4. Order of Merit
a)  DevonGolf run an annual JOM tournaments for boy and girls golfers. Each JOM is made up of selected individual competitions, plus the end of season Finals Day event, for which the top 3 places for boys and 5 places for girls in each JOM age category qualifing.

b)  Each listed event attracts Junior Order of Merit (JOM) points.

c)  Prizes are awarded to the Junior Order of Merit winners across age categories.

Junior Boys & Girls Individual

JUNIORS’ COMPETITIONS

1.  DEVONGOLF JUNIOR BOYS & GIRLS’ CHAMPIONSHIP 
a)   36 hole Championship for Boys and Girls aged over 12 on January 1st in the calendar year of the event.

b)   An 18 hole under 12 Championship and u18 Mixed Championship (for those above the HI limit) will run alongside the 36 hole junior Championship played on the same day.

c)   Eligibility
i)   All juniors must be under the age of 18 on January 1st in the calender year of the Championship.
ii)  Junior Championship (36 hole medal) - Handicap Index limit of 18.0 for Boys and 28.0 for Girls. 
iii) Mixed  Junior Championship (18 hole medal) - Handicap Index limit of 28.0 for Boys and 36.0 for Girls.
iv) U12 Mixed Junior Championship (18 hole stableford) - Handicap Index limit of 36.0 for Boys and 45.0 for Girls.
v)  A ballot will be made if entries exceed allocated spaces based on handicap.

d)  The scratch Boys and Girls Champion will be invited to represent Devon in the Boys and Girls Champion of Champions competition held at Woodhall Spa.

Senior Men's Terms of Competitions

1.  SENIOR MEN'S CHAMPIONSHIP MEETING
a)  The Seniors’ Championship is a 27-hole scratch medal competition, which includes both Scratch and Handicap prizes.  The competition is held annually at various venues around the County.

b)  Seniors must be aged 55 and over on date of competition.

c)  Maximum Handicap Index 18.4. A ballot will be made if entries exceed allocated spaces based on handicap.

d)  The winner shall be the competitor who returns the lowest Gross score over 27-holes medal stroke play.

e)  Ties: A sudden death playoff to determine only the Scratch Champion will follow the course layout from the 1st hole unless stated otherwise by the Devon Golf competitions committee.  All other ties decided on countback.

f)   For handicap purposes, the 9-hole score will be used as an acceptable score unless the host course does not have a 9 hole measured course for handicap. 

g)  This competition attracts Seniors Order of Merit (SOM) points.

h)  The winner will be invited to represent Devon in the Senior Men’s Champion of Champions competition held at Woodhall Spa. 

I)    The trophies awarded at the 27-hole Scratch Championship are:
i)    The Beer Pitcher - The trophy for the Scratch Championship (presented by Rodney Beer in 1996 and awarded to the Seniors Scratch Champion).
ii)   The Club Team Shield - presented to the highest combined Team Gross score over 27-holes from 3 players nominated from the same club. 

2.  SENIOR MEN'S STABLEFORD CHAMPIONSHIP MEETING
a)  The Senior Men's Stableford Championship is an 18-hole Stableford competition.  The competition is held annually at various venues around the county.

b)  Seniors must be aged 55 and over on date of competition.

c)  Maximum Handicap Index 28.4. A ballot will be made if entries exceed allocated spaces based on handicap.

d)  The winners of each individual trophy shall be the competitor who returns the highest Stableford points score over 18-hole stroke play.

e)  Ties: All ties decided on countback.

f)  This competition attracts Seniors Order of Merit (SOM) points.

g)  The trophies awarded at the 18-hole Stableford Championship are:
i)   The Veterans' Challenge Cup - to the player with the highest nett Stableford points score.
ii)  The Bert Hudson Cup - to the player with the highest gross Stableford points score.
iii) The Pensioners' Plate - to the player 65 years and over with the highest nett Stableford points score.

3.  SENIOR MEN'S ORDER OF MERIT EVENTS (SOM)
a)  DevonGolf run an annual Scratch and Handicap SOM tournaments for male golfers aged 55 and over.  Each SOM is made up of selected individual competitions, plus the end of season Finals Day event, for which the top 10 places in the Scratch and Handicap SOMs qualify.

b)  Seniors must be aged 55 and over on date of the competition to be part of the SOM.

c)  Each listed event attracts Seniors Order of Merit (SOM) points.

d)  Maximum Handicap Index 18.0.

e) The Leonard Lake trophy is awarded to the Seniors Scratch Order of Merit winner.
